They are governed by the Institutes of Technology Act, 1961, which has declared them as Institutes of National Importance and lays down their powers, duties, and framework for governance. The Institutes of Technology Act, 1961 lists twenty-three institutes. From 2015 to 2016, six new IITs in Tirupati, Palakkad, Dharwad, Bhilai, Goa, and Jammu, approved through a 2016 bill amendment, were found.
