States who are members of the Council debated the "deteriorating situation of human rights in the Islamic Republic of Iran, especially with respect to women and children." Council members received inputs from the United Nations High Commissioner for Human Rights, Volker Turk (in his first appearance before the Council), and Javaid Rehman, Special Rapporteur on the situation of human rights in the Islamic Republic of Iran. Following calls for an independent investigation into ongoing deadly violence against protesters in Iran, the Council created a fact-finding mission related to the protests that began on 16 September 2022.
