Criteria include pageviews, merchandise available, amount of different versions (PVs, covers, etc.) how popular the Vocaloid involved is overall (for example, a less-popular character like Miki is more likely to have a lesser-known song included over Miku, but the majority are probably Miku) and quite frankly, how much I like the song itself.
