It's a letter to a church that, on the one hand, has to face the center of Roman paganism, and, on the other hand, the hostile aggression of jealous Jews. To read it as systematic theology is to miss its point. Everyone agreed that Gentiles were lost; Paul's burden was to show that Israel was, too. That is the context in which Paul reveals the gospel, for the Jew first and also for the Greek.
