From 1951-52 to 1967, elections for the House of the People and State Legislative Assemblies were held simultaneously. Since then, elections occur almost yearly, leading to significant government expenditures, diversion of security forces, and disruptions in development due to the Model Code of Conduct. The Law Commission's 170th Report suggests reverting to simultaneous elections every five years as the norm, with separate assembly elections as exceptions. The Parliamentary Standing Committee's 79th Report also proposed a phased approach for simultaneous elections. In light of these recommendations, the Government of India has formed a High Level Committee to explore the feasibility of this initiative.
