I do not believe he actually qualifies. Research George Washington. He had about 14 years military service. They wrote the con so that he could qualify for the position. He had two back to back commissions totaling, i think 8 years but also had military experience prior to that, i think it was about 14 years military service.
So from that we get the two back to back terms of 4 years each for President which is Washingtons two commissions plus another 6 years of service totaling 14 years. He was born in America, Virginia, so it is not that he had 14 years as an American but 14 years as a military person.
