Harley serves on the boards of many organizations. He is President of the America Israel Friendship League and an Executive Committee member on the American Israel Public Affairs Committee. He serves by Presidential appointment and Senate confirmation as a member of the Commission of the Preservation of America's Heritage Abroad. Harley is a member of the Yale School of Management Board of Advisors and a member of the Dean's Advisory Board at Columbia University's Graduate School of International and Public Affairs.
Harley has been the sole financier of an orphanage in Cambodia for almost 10 years. He is providing new information on the Holocaust by discovering evidence of mass graves in Poland, and he is funding scholarships and financial aid programs to American veterans -- particularly soldiers who were wounded in Iraq and Afghanistan.
