So great to be getting notifications for your channel again, Neon X, and I hope that you had a great vacation with your family! This an awesome remix to come back with, and just a phenomenal production in general - the Community posts really had me hyped for it!
I don't know Sonic 3's soundtrack at all, so it's a bit tough to comment on the arrangement, but knowing you, there is a good amount of improvisation here and lots of chord changes, melody variations, and added details, compared to the original. The intense spin dash sound effect really makes an impact at the start of the song, and it's a cool way to open things up! And in the beginning segment, the bass really gets me hyped up especially - it sounds like a bassline you'd hear in Street Fighter 2, and your ability to create that type of sound with such fidelity is really impressive, and it shows the love you have for music from that era of gaming!
My linear brain is having trouble hooking on to the rhythm up until 0:24, and I think its so creative how you keep switching up the timing of the snare and creating these rhythmic variations. It's very dynamic and gets me listening even more intently! Speaking of beats, I love how you take it slow at 1:27 with the half-time beat, right after that nice riser. It just feels so deep and powerful, and whenever I hear a song break down into a half-time segment (whether in VGM or just music in general), it makes me think of your remixes. You execute it remarkably well, and it always changes the feel of the song in a meaningful way.
Amazing work with the instrumentation here, and I l love how retro and slick all the different synths sound, with the rich textures, strong vibrato, and fantastic pitch bends. And man, there are so many quick slides between notes that it feels like a core feature of the song, especially in the first half. I can just see a person's fingers gliding across the synthesizer keys as those notes play, like in the segment from 0:09 - 0:20. There's so much detail there, and they all sound so crisp and funky!
I love your custom backgrounds, too, and the work you put in to combine official artwork with elements outside the game feels like a trademark of your style. It's really cool how you Sega-fied your channel name and have Sonic pointing to it in the visuals. And the way you also make different artwork for the Community posts and thumbnails shows the care you put into making the visuals feel like an important part of the experience.
I'm really glad to hear that things have been going well for you with your work, despite all the changes. For some reason, I had imagined that you had a career in technology! I hope that the shift in October turns out to be a positive one, and that it doesn't cause any major disruptions to your lifestyle and routine - even then, I know you'll always make time for this hobby we're so passionate about! As far as suggestions go, I'm sure you have an endless list of songs you'd like to take on, but if you have an opportunity to, I'd love to hear your take on any of the songs from Teenage Mutant Ninja Turtles IV: Turtles in Time for SNES. I absolutely adore that soundtrack, and I feel you'd do an incredible job with the music from that game. The Fortuna remix you made some time ago is still one of my favorites on your channel, and I really appreciate that you considered my request back then! Also, Moonshine Airport from Mario Kart 8 has been a favorite this summer, as well!

The transition feels so natural that my unconscious mind didn't notice that I was listening to something new. It all feels like one, funky song. And yes, Sonic's rolling SFX is a great intro!
In a similar vein, I'd love to see Flying Battery Zone and Lava Reef Zone from Sonic & Knuckles remixed in your style, but I also feel like you could make something very funky with Death Egg Zone too.
